I would like to take this opportunity to point out "Officer
Friendly", and crew, last year, during several nights of the
Thanksgiving holiday, were seen on the west side of wash twelve
waiting to give the DUI test to anyone coming through from
Boardmanville. Due to the arrangement of at least four vehicles,
running would be out of the question! The element of surprise
caught more than two people that I saw. My suggestion would be to
avoid wash twelve on the homeward trip at all costs! "Samimike"

is to apprach the tracks at an angle, and peek over the tracks to

have them in Oregon and we don't like the misappropriation of funds
either. so here is what we have done to make sure that the money
stays on the ground. we have the land managers give us accounting
records quarterly. this allows us to keep track of the users fees
collected by them and keeps them accountable. and we deduct the
amount of money they collect from the amount of sticker funds they
receive i have found that the environmental and government agencies
thrive off from conflict. I say to heck with the hassle of conflict
(personally it takes away from my riding time). Hit them right
where it is hitting you, the wallet. if they collect $50,000 deduct
it through different projects that amount and make them keep the
money on the ground in order for them to keep working. Most of this
is done on a local level. Most of the people who work in an area
usually live near by and do not look forward to losing their job
and lively hood. In you don't fund some of there projects they have
to let people go. no work no job. My suggestion to you is keep your
cool, use your intelligence, and remember to kick em in the wallet.

As a concerned citizen and Westmorland City Councilman elect, I
would like to voice my opposition to your scheme to reduce the
recreational population at the Glamis Dunes. There are numerous
businesses in Imperial County that make a large share of their
income on this recreational traffic. I really cannot believe that
you have conducted a competent study on the impact of your
arbitrary decisions. It was certainly kind of you to speak with
only those people sympathetic with your ideas. I intend to form
some kind of local action group to wage an equitable opposition to
your (and the Bureacracy for which you stand) ideas to further
isolate and conquer those to whom you allege to serve. In short,
you will sooner or later answer to those whom you have forsaken and
who happen to fund your paycheck.

that this doesnt sound too harsh. This last weekend, I asked a BLM
Ranger, about the fee charge. She informed me that they wanted to
start charging by Easter. I cant belive that you didnt even attempt
to remedy the situation, through other means. Id like to thank you
for asking our opinion about the fees. It made us feel like we
actually had a say, and that you really were going to give us an
opportunity to make a difference. It amazes me, how you can say
that we need to pay for land use. I have read to many ideas from
other people, to believe that the charge is necessary. I guess I
dont count though, because im supposed to be asking for more
bathrooms, and larger pads.. I'm sure someday, we can make the
whole place blacktop, and all run street tires on our bikes.

You may recall, I sent you an e mail approximately 3 weeks ago

the topic of possibly implementing user fees in the Imperial Sand
Dunes. I
trust you received and read my message. I was hoping to have
received a
reply; to read your comments on some of my ideas and thoughts that
I
brought to your attention. However, I have not heard anything from
you as
to a reply. Yes, you are correct, I didn't specifically request a
reply, but its
usually a normal response most people would offer. At least a thank
you
would have been better than a blank screen. Now, I hear that the
BLM has
made up its mind on this issue and its going to go forward with the
fees.
Were any public comments solicited, seriously considered and
addressed by
the Bureau? How in the heck is the Bureau going to implement and
enforce
the plan, there must be hundreds of ways people can access the
dunes? Where
in the heck are all the Green Sticker funds! I still feel that my
comments
and concerns have merit and I wish that you or a representative of
the BLM
would comment on them. How about the alternatives to collecting an
entrance
fee? Have they been considered? I could go on and on, but I don't
want to waste your time, nor mine. I
have been a loyal and careful user of the dunes for over 15 years,
enjoying
the freedom and serenity that they offer all visitors. I will not
sit idly
and see a fee program set up without the public's honest
involvement.

As an avid user of the Imperial Sand Dunes Recreation Area I feel
compelled to
voice my opinions on the subject of Day Use Fees for the area. Day
use fees are a common occurrence in many outdoor activities that
Americans
enjoy. Many of my fellow Dune riders and I enjoy boating. Most
lakes and
reservoirs charge a fee for using the ramps and parking facilities.
This is in
addition to the registration fees the state charges for boats and
Personal
Water craft. I pay these "Use" fees with no hesitation because it
is obvious
to me that the "Use" fees go toward rest rooms, parking, and boat
ramp
improvements while the registration fees are used for State and
Local law
enforcement vehicles and manpower. This distinction between the 2
types of
fees is clearly stated and easily observed. Herein lies my
reservations about
"Use" fees in the Dunes. First we come to the California Green
Sticker program. This "Registration" is
designated to be used by the State to maintain and improve trails
and access
to Off-road enthusiasts, whereas boating registration funds are
utilized to
support Law enforcement and safety. So I find a contradiction in
the proposal
for Day Use fees at the Dunes to Improve conditions, when that is
what
Californians pay $15/year per vehicle to accomplish. If you need
more, ask
for more. Secondly, when a person violates the law on a State
waterway, the citation is
given by a sworn officer of the law, not a Park Ranger. If I am
causing danger
to myself and others around me, a low officer should be the person
who imposes
corrective action, not a Land Management official. Why should
funding be
allocated to Land Management for equipment and personnel to
maintain order and
safety when it is not their charter? I will gladly accept a ticket
from a BLM
Ranger for improper use of the land and natural resources, but if I
am stopped
for riding without a helmet, the BLM really has no Jurisdiction. I
accept
paying for law enforcement to serve and protect and I will gladly
pay for the
BLM to provide a clean environment, but I refuse to pay the BLM to
do the
Sheriff's job while neglecting it's own charter. Next point of
order, using funds to improve camping and sanitation
facilities.
The Dunes provide us with a very hostile and formidable climate. To
adapt to
this wasteland, we (Duners) have compensated by spending lots of
money on
Motorhomes, Enclosed trailers, and other camping equipment to
survive with no
civilized conveniences. In other words, we don't really need more
rest rooms,
hook-ups, etc. What would really be a godsend, however, would be
increased
concrete pads for larger motorhomes and larger groups as well as
dumping
stations for our septic systems so that we don't have to drive our
waste to
Brawley or El Centro. If there was a dumping station at each of the
main
entrance/exits, the BLM could raise a fair amount of supplemental
funds by
charging standard rates for disposal. This leads me to a very
important point,
a large percentage of Duners are Tradesmen. Rather than charge us,
and turn
right around and pay a government contractor's marked up price
for
constructing something we may not want, why not ask for our
assistance? Our
community holds a wealth of knowledge and industrialism. I'm sure
any number
of off-road clubs would sponsor materials for a volunteer group of
fellow
duners to pour another Pad off Gecko Road, or a fellow Duner could
donate
equipment time for digging holes for dumping stations, or grading
the whoops
in front of the Store, the possibilities are endless. So instead of
asking
for Money, try asking for something everybody can afford, HELP. I
hope I have given a calm rational view of what many of my friends
and
colleagues get very emotional about. I apologize for the length,
but there are
not enough of us speaking out so those who do need to cover a lot.

seems like every time I look over my shoulder they are taking away
our quads
either because they make to much pollution or some people drunk off
their
ass got on a 3-wheeler and broke an arm. How can they try to blame

"off-roaders" for the massive pollution problems we are facing in
the
pollution. For the whole year of people riding at Glamis may equal
the two
weeks of that great L.A. air we all love so much. That good ol'
government
of ours just does this so they can say they have "tryed" to cut
back on
pollution. And as for people getting on ATC's after drinking more
than
humanly possible and either hurting or killing themselves is not
our
(off-roaders) fault. Why is it that we seem to continually get
screwed. I
can only imagine what the ATV'ing world would be without all these
major
screw-ups. If their is anyone out there that is with me, send me a
letter
and we'll personally go spin some brody's on the White house lawn,
then
drink until we throw up and sew the crap out of the government. Why
not
everybody else is. Keep riding and take it easy,
